A final account answers one question with a single chain of documents: what was built, and what is owed for it.

Each row rests on the one above. Starting from the money and looking for documents afterwards is what makes closure take years.
Where closure usually stalls
Quantities with no measurement behind them; items paid under the wrong contract rate; and variations that were never tracked cumulatively, so the total quietly passed its statutory limit.
