Procurement complaints and appeals
Challenging a tender result looks like legal work; without quantities, analyses and rate evidence underneath, it does not stand. Application deadlines are short and strict — having the technical file ready matters as much as the appeal itself.

Scope
- Technical annex — the technical file for complaints to the employer and appeals to the Public Procurement Authority.
- Competitor bid review — assessment on quantities, analyses and items.
- Corrective action — the explanation file rebuilt after a decision.
- Technical opinion — calculation- and analysis-based opinions in cases taken to court.
Where we have done it
Sincan–Ankara–Kayaş / Başkentray (TRY 442 million): a file covering the court process and six separate corrective actions ordered by the Authority. Batman Right Bank Irrigation Lot 2 (TRY 63.25 million), Kırıkkale Courthouse (TRY 41.84 million), Bornova Cultural Centre Completion Works (TRY 34.956 million).
What is different
Every job under this heading can be traced through the tender record — tender number, employer and outcome are public. The appeal file comes from the team that wrote the abnormally low tender explanation for the same job; the two texts never contradict each other.
